Apktool is missing

Parrot OS 4.9 AMD64 - Kernel Linux 5.5.0-1parrot1-amd64 x86_64
Intel® Core™ i5-7200U CPU @ 2.50GHz × 4

1- Why was apktool removed from Parrot OS?
2- Why did they remove some features?
