Error occurring after upgrade

the following update issue started after upgrading

::running Parrot 4.9

::Used apt-get full-upgrade

403 forbidden errors are common if attempting to upgrade over Tor. Are you running Anonsurf by chance?

used the following command sudo /usr/bin/dnstool dynamic
