It is FOSS but make sure to use your own country vpn option, e.g if you live in America don’t use the Canada/Asia option as the vpn as it can get slower use your own country like if you live in America use the America option.

I totally agree it is necessary to try to be as close as possible to the country afterwards I advise you to make speed test to see if the server vpn is powerful or not

to install openvpn nothing easier sudo apt update && sudo apt-get install openvpn (I only know the command line interface) if you have errors you can look for tutorials (you will see people who have kali linux but it doesn’t matter because kali linux and parrot are debian.
