Having trouble getting postgresql to connect

Been having trouble getting postgresql to connect and startup, keep getting same error even after editing the postgresql.conf and
pg_hba.conf to add listening for all addresses (maybe didn’t do that right I don’t know). Could be another issue I’m new to setting something like this up

What version of Parrot are you running? (include version (e.g. 4.6), edition(e.g. Home//KDE/OVA, etc.), and architecture (currently we only support amd64)

What method did you use to install Parrot? (Debian Standard / Debian GTK / parrot-experimental) Debian Standard

Configured to multiboot with other systems? (yes / no) No

List your networking hardware (make, model, firmware version):
name for driver install is rtl8821ce, repo from github, no other network problems though internet works fine
