Just try to update now, Parrot OS repo is normal now, I can do command parrot-upgrade without error.

Is the system time/date on your machine accurate?

Yes, it is accurate, but I downloaded a new version and burned it and installed it again. Some versions suffer from missing the public key, such as version 4.9 or 4.10

Hello my friend, I have burned a new copy and installed it again to avoid the problems of losing the public key in the update
I worked on this problem about a month ago, there is no solution. The reason is due to the change of the public key. I solved this problem, now the version I have is stable
