Is it possible to rice parrot ?

Yes it is. And do you have experience with ricing? It’s pretty straight forward of editting a lot of files so that everything is how you want it.

Can you suggest some few steps to do it?

Really just whatever you want to change, just look for config files. search online for config tips. There’s a subreddit that’d be helpful but off my head /r/unixporn would be a good place to start. I generally always used Arch when I wanted a really custom setup but really anything you want to change you should be able to find the method online.
