Trying to setup the tor repo for apt

I am having issues getting the tor repo for apt to work I do not understand what the issue is, all I get is connection refused.

I already installed apt-transport-tor it did not solve the issue I got the links from this post System update issues through TOR(Anonsurf, onion routing)

I am also using the whonix gatway with parrot if that helps.
