anonsurf is enabled or disabled?
try stopping anonsurf and then upgrading the system
stop anonsurf and then upgrade anonsurf stops you from upgrading because it cant get the sources of your packages since anon surf hides your identity.
simply disconnect from it using the GUI and then do sudo parrot-upgrade and that should fix it then you can start using anonsurf again 
as you can see in your terminal it says your ip and i can bet that that ip isn’t the one registered to where you get your packages from. and its not your actual ip hence Anonsurfs main function which is to hide and change your ip i hope this helps also when updating please make sure not to use “apt-get” and to use “APT” instead
