Hello! Is this a fresh install? In theory, apt-listchanges should come with your system. So if it’s the fresh installation, we have to check and fix that.
To fix this issue, I think you can try sudo apt update && sudo apt install apt-listchanges. If this doesn’t work, maybe you can try apt download apt-listchanges and then sudo dpkg -i <downloaded deb file>. The downloaded deb file will be like apt-listchanges_<version>.deb. You need to do ls to see full name and run sudo dpkg -i with full name.

Alternatively, you could try sudo apt update --fix-missing or sudo apt-get update --fix-missing
