Why cant I chgrp of a folder outside of home folder?

Why cant I chgrp of a folder outside of home folder?
Is it firejail or what?
And How do I do it? Maybe chown?
its a external drive BTW

Make sure to use sudo chgrp to change ownership on external storage.

I did. It still has root:root It is mounted /mnt. So I changed mount point to home folder and tried to sudo chgrp and sudo chown still shows root:root. /sigh
