I wish I knew exactly what would help, but my best guess is it is a problem with connectivity to your currently chosen package repository mirrors. I can’t remember exactly what needs to be done, but I think you need to change your mirror selection. It happened to me once, and I don’t remember what command allowed me to fix it…
