UI and mouse seems visually lagging like frames are dropping.

If your dmesg output shows a line like: [drm:intel_cpu_fifo_underrun_irq_handler [i915]] *ERROR* CPU pipe A FIFO underrun
It is an i915 intel drv bug. Mitigation is adding intel_idle.max_cstate=4 i915.enable_psr=0
as boot param. Might not work for all Laptops. There are some reports that Lenovo Ts still have Problems. But the bug reports had Razer Outputs listed, so it might work. Because of the boot param Mitigation they dropped the bug to medium So it may be out there for a while.
