Currently that has been an feature designed into parrot OS since version 4X or so. I believe it is to save battery while the PC is not on power supply, end result is that the screen will dim to prevent battery loss. When it is plugged in it does brighten up the brightness level by a notch or two.
I do not believe there is a toggle switch or setting to correct this but someone may have way of turning this feature off.
