where to set umask for the desk top launcher?

Files written from applications launched from the window manager (for example, by Applications->Accessories->Pluma) are world readable. We do not want this.

Where should the umask for the desktop launcher be set? a) to affect all users b|) to affect a specific user

I’d suggest you use encryptpad so your files are encrypted. IT should be safer than only read-write permission, considering any users (on the system) has root / sudo permission can read it anyway.
